Dear Internet Community:
The Internet giveth and the FCC taketh away.
The dominant telcos seemed to have
convinced the FCC to discourage innovative use of the Internet
for telephony. In an April 10th letter to Congress, the FCC may
offer some troubling recommendations.
Here we have the first Internet application for people without
computers getting attention because at one time telephone service
operated as a "natural monopoly". We want to think
times have changed, but regulations threaten to throttle the
innovation engine at the heart of the Internet. IP Telephony does
not represent a special case, it seems clear many interest groups
want to protect the status quo by regulating and taxing the
Internet into oblivion.
Their position seems compelling on the surface, saying the new
players should pay their fair share of the fees supporting
universal service. However, the idea these emerging services
should subsidize universal service via existing mechanisms
amounts to suggesting the emerging personal computer industry
should have helped make computing more affordable by subsidizing
the distribution of IBM mainframes.
